Due to deprecation, we remove ubuntu-18.04 and the following compilers. Fixes #815

x86_64

Removed
- gcc-{ 4.8, 5, 6 }
- clang-{ 3.9, 4, 5 }
Moved from ubuntu-20.04 to ubuntu-22.04
- gcc-{ 9, 10, 11 }
- clang-{ 11, 12 }

QEMU

Removed {arm, aarch64, mips, ppc64le, ppc64, s390x}-gcc-{ 6, 7 }
Removed mips-gcc-8
- Ubuntu-20.04 didn't have mips-gcc-8 for some reason.

Note:

Now all x86/64 compilers support avx512.
- Another PR should remove avx512 flag in the matrix.

TODO:

The following compilers should be added to ubuntu-22.04
- gcc-12
- clang-{ 13, 14, 15 }
