Description

This PR adds the generator for .data files from Project Wycheproof test vectors, as well as the .function files to exercise them. When possible, the TF-PSA API is used. The RSA tests make use of mbedtls_pk_* functions.

Since the generated test vectors are ~20MB, they are not committed, thus not included in this PR. We are open to including them directly, instead of having to modify the CI to pull Wycheproof to generate the .data files.
