Move "easy" basic checks scripts to the framework #69

Move the following scripts to the framework:

scripts/assemble_changelog.py
tests/scripts/check-doxy-blocks.pl
tests/scripts/check-python-files.sh
tests/scripts/doxygen.sh
scripts/apidoc_full.sh
tests/scripts/recursion.pl

Those are the scripts that are:

used by tests/scripts/components-basic-checks (directly or indirectly)
as of writing, identical between 3.6 and development.

Note: this task is only about moving those scripts to the framework as they are (and adapting paths where they're invoked). Some of these scripts will need changes to adapt to tf-psa-crypto; those will be covered by separate tasks (see #52 for a summary).
