Currently depends.py has diverged significantly between the two branches. We need to reconcile it. Some changes in development are enhancements that can be backported. Other changes are branch-specific and we'll need to use build_tree.is_mbedtls_3_6().

Keep in mind the next issue (#98) about splitting the file. We may actually want to do both at the same time. I'm creating two tasks mostly for estimation purposes.
