The issue is the same as described in http://www.codeproject.com/Messages/4980791/Usage-of-CompletionList-EmptyTemplate.aspx:

Setting the EmptyTemplate on the CompletionList of a CompletionWindow does not have any effect. I intend to use code like the following to define the template:

<Style TargetType="CodeCompletion:CompletionList" 
       BasedOn="{StaticResource {x:Type CodeCompletion:CompletionList}}">
    <Setter Property="EmptyTemplate">
        <Setter.Value>
            <ControlTemplate>
                <Label Content="No suggestions"/>
            </ControlTemplate>
        </Setter.Value>
    </Setter>
</Style>
