This is due to the following problems:

We want to exclude unit tests of code issues/code actions that are not part of the NR6Pack, but are used in MonoDevelop or elsewhere.
We want to remove copy-pasted code from Roslyn, which might be required by other users of NRefactory, but not NR6Pack (as we have access to VS's features)
