Newer Bazel versions removed the CcInfo symbol.

ERROR: [...]/external/pico-sdk+/bazel/util/pico_linker_scripts.bzl:27:9: The CcInfo symbol has been removed, add the following to your BUILD/bzl file:

load("@rules_cc//cc/common:cc_info.bzl", "CcInfo")

The fix should be an explicit load() from rules_cc in pico_linker_scripts.bzl.

According to https://github.com/bazelbuild/bazel/releases/tag/9.0.2 fix is

# Add repo_name = None if you don't directly depend on them.
bazel_dep(name = "rules_go", version = "0.59.0")
bazel_dep(name = "rules_nodejs", version = "6.7.3")

This indeed fixed the issue for me.
