LGTM to merge back the 1.1.1 release into the 1.1 branch, with a framework updated to a commit that is a direct ancestor of main and is identical to the head of main (after merging https://github.com/Mbed-TLS/mbedtls-framework/pull/311).

The base branch is not an ancestor of the head of the PR, so we should go through the merge queue, so this needs a second approval.
