This pr:

  • Merges the release tag into development
  • Updates the framework pointer

This is a correct merge of the 1.2.0 release with the development branch, plus an update of the framework to a commit that is an ancestor of main and identical to main after merging https://github.com/Mbed-TLS/mbedtls-framework/pull/311.

development is an ancestor of the head of this PR, so we can bypass the merge queue. (But the PR CI is still running as I write this.)
