Move drivers/everest to a submodule and allow it to be missing.

Without everest, the project can be distributed under either the Apache 2.0 license or the GNU GPL 2.0-or-later license. With everest, only Apache is allowed. Addresses https://github.com/Mbed-TLS/TF-PSA-Crypto/issues/405.

Status: proof of concept, for CI and design review.
