Adds RetroArch (PPSA99169) from https://github.com/mihawk-99/PS5_RetroArch.

Native PS5 app: sce_sys/param.json at v0.5.0-alpha.5 has titleId PPSA99169 and titleName RetroArch (contentId UP9000-PPSA99169_00-RETROARCH0000001). The release notes say: "Copy the complete PPSA99169 folder to your homebrew title location, for example /data/homebrew/PPSA99169/".

Release: v0.5.0-alpha.5 (pre-release, published 2026-09-28), file PS5_RetroArch-v0.5.0-alpha.5.zip, GitHub digest sha256:aa85d74e224bab3f0dc414c1176f3aa04ddf02b5d86d522b218d6c9c30e769de.

Judgment fields:

  • kind: app, because it's an emulator frontend, like ProsperoEden.
  • description: from the README's core list (FCEUmm, Snes9x, mGBA, Genesis Plus GX, FinalBurn Neo, PPSSPP, Dolphin, LRPS2). The repository description also mentions PS3 and N64, but the README doesn't list those cores, so they're left out.
  • author: Mihawk, as credited in the README ("Maintained by Mihawk").
  • license: GPL-3.0-or-later. GitHub detects no license file. The README's "License and third-party terms" section says: "Port-authored code uses GPL-3.0-or-later, with copyright and SPDX notices in the source files."

Notes for the reviewer:

  • Only pre-releases exist so far (alphas); the release-update job will follow new ones.
  • Bundled cores keep their own licenses; per the README, Snes9x, FBNeo and Genesis Plus GX "include non-commercial terms".
  • A second param.json under handoff/PPSA99002/ is a vendored example; the root one is the app.
