Adds Prospero Explorer (PPSA99109) from https://github.com/SvenGDK/Prospero-Explorer.

Native PS5 app: sce_sys/param.json at v1.0 has titleId PPSA99109 and titleName Prospero Explorer (contentId UP9000-PPSA99109_00-PROSPEROEXPLORER). The release notes say: "Unzip the file ProsperoExplorer-v1.zip into a folder and move/copy the folder to /homebrew on your USB OR /data/homebrew on the console", then install with dump_installer and launch from the home screen.
