I seem to have run into the same issue as the above thread.
While there's nothing stopping this configuration from working with a little manual jiggling of things, it should work out of the box with the sdk, and it's confusing that it does not.
Just poking through old issues and noticed this one. I've implemented the fix in #2763 (also requires a change to Pico-PIO-USB which I also have an issue/PR in, waiting for feedback here: https://github.com/sekigon-gonnoc/Pico-PIO-USB/pull/195)
