#3069 added implementations of
irq_is_pending()to the "host" and "rp2_common" libraries, but only added it to the "host" header and not the "rp2_common" header - whoops! This means thatirq_is_pendingwon't appear in the Doxygen at https://www.raspberrypi.com/documentation/pico-sdk/hardware.html#functions-14 for SDK 2.3.1This PR copies the function-declaration and doxygen to the "rp2_common" header so that this'll be fixed in the SDK 2.3.2 docs.
