I'm submitting a(n) refactor

Description

Namespace Uuids now exist as associated consts compared to being separate consts before in ns module.

Motivation

When they were introduced, rust did not support associated consts. However this more better sense.

Tests

No new tests have been introduced. Current tests were adjusted for the refactor.
